Create alert when a problem occurs in a Published workflow

I ran into a bug where the Then/Else options in some of the Rules in my published workflow (multiple forms) were removed. I only happened to run across the error when I went to make a couple of minor changes to wording in the forms. I opened a case for the rules issue and there is a bug that should be resolved, but there should be a mechanism that alerts the workflow owner if any error occurs in a published workflow. In this case, I would not have been able to save or publish the workflow with the Rules issue that happened. If I had been notified of the error, I would have been able to fix it and open a case and development would likely have logs with the error included. Relevant cases - 00597852 (second case - support member found reason for failure) & 00595681 (original case - no resolution).
