Reset password on behalf of another user

It would be great to be able to reset users' passwords as an administrator. Currently the 'Forgot my password' functionality only seems to send reset emails to the primary administrator

    Hi there,

    The user management system is set up is so that individual users can manage their own password.
    If any user forgets their password, there is a 'Don't remember your password?' on the sign-in screen.
    After entering their email address on the following screen, password reset emails are sent to that user's email address. As a security measure, a user's password can only be reset by following a link from that email.

    To reiterate, each user can request to reset their password, this is not confined to just the primary administrator.
