Improve searchability of weblinks and enable weblink filtering

Problem: We use weblinks to link to documents stored in our document management system within processes. Currently users cannot reliably find these documents via search, as: a) there is no filter by type for weblinks; b) search does not recognise weblink titles

Proposed solution: a) add a weblink filter to search; b) return both the weblink and its parent process in search results
