Portfolio setting to allow creating "restricted" incidents/improvements by default

For each Portfolio have a setting so that all incidents/improvements are generated with the “Restricted” field set to TRUE. Currently the default is FALSE (unchecked).

Portfolio Owners can then go and decide if that incident can be opened to all in the portfolio or maintained as close
