Add an option to select the method of merger for view permissions, when moving a group using 'Manage Groups'

Background:

With a complex group structure, high level groups have different viewing permissions for different sets of users, e.g. one branch has the 'All Staff' role and another branch has named users users.

Problem:

Currently, when moving a lower level sub-group (and the processes within) from the 'All Staff' branch to the 'named user' branch there is a pop-up message displayed asking to confirm the merger of viewing permissions. Accepting this causes the viewing permissions of the target structure to change to 'All Staff'. It is not obvious that this will happen as it goes against that established norm of a child-group inheriting the permissions and stakeholders from its parent group.

Solution:

Add an option to select the method of merger for view permissions to the pop-up.

Option 1: Parent > Child (the group that has been moved)

Option 2: Child > Parent & all groups in that branch of the structure
