Training Waiting List

As a training manager, often we are not in a position to schedule training for all delegates. It would be a great idea to have a 'waiting list' option. This would be for users who need the training, but it is not complete, scheduled, or overdue, but we know that it is required. Then, we can schedule it once we are in a position to do so.
