Set time reminder emails are sent

Currently if you set a reminder email to be sent weekly (ie every 7 days) the reminder email will go out 7 days from the moment the task was assigned to the assignee. However in practice it would make sense to set the time so the assignee gets the email prompt at a sensible time ie 2pm, 7pm, 9am etc depending on if they are a client or colleague.
