Send approval request to additional approvers during first approval request.

The option to add additional approvers is only a change in the process currently. The process has to be approved by the current Owner/Expert and published, then if there is a change the process, it will also send a request to the additional approver. If there is the option to add an additional approver before the process is ever published, they should be able to review and approve the process as well.
