Allow Process Group Champion to add Approvers without going through ProMaster

Currently there is a dis-joint with the addition of Process Group approvers. The Process Group Champion needs to ask a Promaster to add them. Being the Group Champion, they should be permitted to add their approvers themselves

      Thanks for the feedback. We don't have this planned in the near term but I can see the value this would bring in empowering Champions and freeing up Promaster resources. For now we'll monitor this for interest from other clients.
