Send single email for escalation of task when first response completes the task.

When a task is assigned to multiple individuals with a completion criteria of "first response completes the task" and that task is escalated when a deadline is exceeded, the escalation assignee is receiving an email for each user assigned to the task. This might make sense when all users need to complete the task but just causes a lot of extra email traffic when only one of the users needs to complete the task. Proposing in that instance that only one email should be sent.
