Allow duplicate workflow instances to run on same target record ID

Currently if you try to trigger a new workflow instance by editing a SharePoint list item, the event is blocked if the List item already has a running workflow instance:
Error in the event says:
Event was blocked because another workflow is already running on the target record ID.

It would be desirable to have a setting to allow this instead.

The example of needing this is when a List item has approvals in progress, and the Workflow instance is running and the Editor wishes to make changes to the list item and cancel the existing workflow and start a new one. The workflow would check for the WorkflowInstanceID number stored in the list and terminate it, then continue to start the workflow again and send new approvals.
