Component workflow token and Personal access token expiry email notification

It would be very beneficial to have an email sent to Admins and selected developers to notify them of expiring tokens as it is not always visible when one is about to expire. For example, if a component workflow that has been modified months prior it won't show up top in the workflow dashboard, making the warning symbol un-effective. Notifications will allow the team to refresh the token before it expiry.
