Express approvals & Outlook Sensitivity Labels

Express approvals do not work on sensitivity labels in outlook unless they are marked public. Can someone please resolve this bug?!

Option 1 - Add buttons to express approvals that would bypass the reply to concept.

Option 2 - Resolve logic of searching and allow searching through body of message.

Option 3 - If there is a way to identify if sensitivity labels are enabled, check for 2nd line of text in message body for the outcome response.
