minimode option for risks and opportunities

In trying to point people to a specific risk or improvement it would be beneficial to have a 'minimode' type option. Currently I use screen dumps to point people to the risk in question which is not optimal.

Ability to edit or delete attached or linked documents on completed event/incident actions

Currently a document cannot be deleted once an event/incident action is completed. The only workaround is deleting the whole incident and create new one, which would affect all involved parties. Promasters should be able to remove or edit them.
