Merging Improvement Reports

It would be great to be able to merge an improvement/incident report into a pre-existing investigation. Essentially adding the new report to the original report but keeping it in its investigation stage.

At the moment we are left screenshotting new reports of the same incident (eg a technical bug that has not been fixed yet but is still occurring) and adding it to the investigation attachments.
