Add Comments of sign-off in Dashboard Reports and API Reports

Most of the time the sign-off stakeholder can only use the Comment field to put in any information about action taken regarding a control or treatment. It is then very important for these information to be available in the dashboard reports as these reports are used for regular risk meeting of teams.

If possible as well, have it available in Reports API for better customised reporting of the organisation.
