Ability to Reorder Improvements Portfolios

Improvement portfolios are currently ordered alphabetically by default but cannot be changed. We have had to put numbers in front of ours to order them the way we want. It would be great to be able to choose the order these go in so that we can put the most important/commonly used portfolios first.
