In the "Assess a Notified Concession Application" module there needs to be an important action in step 3 where it is recommended to the decisionmaker that we encourage the Applicant to withdraw the application if clearly inconsistent with the statutory documents.

There is no point in publicly notifying an application if clearly inconsistent with the law as it will be a decline decision at the end of the process. An Applicant can choose to continue having their application processed but at least we are giving them a heads up. In a perfect world our statutory process team would return an application within 10 working days of application receipt if clearly inconsistent with the statutory documents but this doesn't happen due to clack of capacity.
