Enhance the Role/Responsibility deletion safeguard

At the moment when you attempt to delete a Role/Responsibility in Admin>Users, Process Manager will prevent you from deleting it if that Role/Responsibility is linked to any Process (e.g. Role is responsible for an activity). However, this does not take into account Roles/Responsibilities that are only marked as Consulted Stakeholders in the RACI section. It would be useful to include these roles when considering if a Role/Responsibility is connected to a Process and therefore not to be deleted.
