Default Event Owner to blank

Event Ownership is critical to accountability. Currently, an event's owner is defaulted to the Incident Portfolio Manager. We would like the option to configure each portfolio to either default the event owner to the Incident Portfolio Manager, Reporter OR to leave it blank and force the Assigner to add a new owner to progress the event along in the workflow.

    An alternative to leaving it blank would be to have the Reporter default as the Event Owner, not the portfolio manager.
