Allow attachments to Suggested Processes

It would be useful to have the option to submit an attachment when submitting a new suggested process in Process Manager. This would allow colleagues submitting the suggested process to attach any existing documentation and would in turn save those who create the processes in the software from having to contact the 'suggester' asking if the process has been documented and if they can share the document outside of Process Manager.

This would allow the process for suggesting a process to run more smoothly and avoid unnecessary delay time.
