Streamline @todo's

Currently to type it up and assign to someone else, it's a 3-step process. this frustrates our editors and owners/experts. Prefer it to be single step similar to how this is done within Google docs

Thank you very much for posting your feedback on Streamlining @todo's. At this time, we will not be adding this request to the near-term backlog, as we are focused on *improving our search and process variation capabilities and delivering sequential approvals*. However, we reevaluate requests every quarter and will reach out if priorities change. Please keep the feedback coming as it is critical for our longer-term planning.

It would also be good if when the @todo is reassigned the User is notified. Maybe not for every @todo (as this could potentially be a few) but if it could deliver a daily email when/if items had been reassigned
