Amended Owner / Experts get immediate Edit Rights

When an Owner/Expert is changed the Edit rights are not transferred until the process is Published. This is an issue when the process is not ready to be Published and it is in an Unpublished status.
Why can't the Edit rights happen as soon as the Owner and/or Expert is amended?

    Thanks for the feedback. The reasoning is based on approvals. Any editor can come and change the owner/expert and so this change must go through the approval process before the change takes effect.

    Also normal users can only view the published process - changing the owner/expert right away would either:
    1. Have the old owner listed on the published version but actually it's a different person.
    or
    2. Changing the owner without an increase in the version number could be confusing for auditing/change log history.
