This is primarily for start events where the trigger is from another system such as "new or updated list item" in SharePoint. If there is an issue with the data in the list item that causes an error in the workflow and we correct the data simply resubmitting the workflow does not refresh the data used in the resubmitted instance. It would be handy to be able to have a refresh data button or checkbox that we could use when resubmitting. This would prevent having to manually start a new instance with the item ID.
