Smart response already supports other languages. If you are having issues it like due to the email tool you are using not supporting RTL format correct. For example with Outlook on Windows computer the following steps can make sure the text will be formatted correctly to work with smart response detection.
Type 200F
Press Alt + X
add the RTL text e.g يوافق
