Ability to set frequency of form submittals and/or open during a period/schedule.

For start event forms please enhance the user experience and developer experience by adding the following features:

1. Ability to enable a form on a schedule. For example, open a form during a certain period or on a schedule like a scheduled start event workflow can be configured.

2. Ability to restrict frequency of submittals for the lifetime of a form for any given user for authenticated forms. The system should be able to identify if a user already submitted that form and block them from submitting another one, if developer enables a feature like this. We have several processes where developers want to restrict duplicate form submittals from any given user, but we cannot easily stop this from happening.

3. Ability to set frequency of submittals on any given day, week, month, quarter or year. Maybe users are only needing to submit a max of 5 iterations of a form in a given week. Allowing the system to store how many times a user has submitted a form during a specific period would be very beneficial.
