Be able to display multiple people in people picker controls as default values

Currently on NAC, we cannot show multiple users as a default value in a people picker control. It would be nice to be able to put either a collection of emails or ; separated email string as a default value and have the picker control display all users. There are multiple scenarios where users need to change/remove a single user from a group of users.
