Workflow Start Event attached to multiple SharePoint sites

If we want to trigger a workflow based on SharePoint site and library events, we have to create separate workflows for each SharePoint site and library which would explode our workflow limits under license.

Can we not have a way to trigger the same workflow with multiple SharePoint sites events. Sharepoint Site url and library values could be stored in a variable that is defined at runtime.
