Reorder Performance Metrics

Currently when adding performance targets, you cannot reorder them in a way that you want and have to manually add them in the order you want them shown.......rework vs. being able to move them separately in the preferred order once inputting them.

Use delegated site.selected permissions when creating an SPO connection

Instead of requiring application level full control permissions to all site collections within a tenant in order to create a connection, please leverage the delegated sites.selected permissions through the site admin to enable the connection.

Update Encryption Cipher used to encrypt Workflow Constant Credentials
