Holiday/weekend options added to the Central scheduler

Additional options are needed in the scheduler such as Holidays (run, don't run, etc.) as well as weekends. This will help eliminates additional lines in the RPA script and provide more flexibility.

Administrator task delegation

Allow users with administrator access to workflow tasks to delegate on behalf of other users. If a user is absence or terminated and has a pending task there should be a way to delegate the task to another user since the original user cannot.
