Fix an issue when users upload a document with special characters in the name.

When a user uploads a file into a form from sharepoint using a special character like # for example the upload process converts the # to %23 and the %23 is part of the url path but inside of the workflow after creating the list of attachments the url will go back to having the # and then the people assigned to a task cannot open the attachment. Having the upload process avoid changing the special characters would be helpful.
