Validation on envelope creation API

Implement validation on the API to now allow for inputs that will break downstream functionality. We came across a scenario where jotblocks with negative page numbers were being being submitted in the request (on accident) and resulting in a blank screen when the user went for signing. Error or validation could avoid these issues impacting the end user.
