Allow LWC tabs to be optional

There are times when running a package that the contact selection and even document selection tabs are not needed. If all the documents in the package are set to always required then the document selection tab is useless. It would also cut down on the confusion for the end user to not have to "Ignore" certain sections since they don't pertain to that process/package. This would probably be best to be configurable based on the package that is selected. So when the user selects the package they want to run it will either show or hide some of the tabs dynamically
