Task Notifications Email Templates

Make the ability to customize Task Notification templates a first-class citizen in the platform.

Currently, a K2 admin must edit the files on each K2 Server's file system and risk having those customizations overwritten during an upgrade.

It would be great if there were a carve-out for making these a better-supported customization point.
