Workflow should indicate error when task assigned to non-existing user

We have a scenario where assigning a task to a non-existing user, does not indicate anything whether this user exists or not. We have tried the scenario on all environments i.e., Development, Staging and Production, and the behavior is same.

The workflow should raise error when task is assigned to a user which does not exist in user repository.
